The beginning of ROTK actually does some good stuff with Arwen, when she sees the vision of Eldarion and abandons the journey west to confront her father. She even persuades him to reforge the sword! (I mean, this kind of throws Elrond's character under the bus but they'd been doing that since Fellowship anyway.) If at this point her story diverges in the way you described, it would have been amazing, but instead we got a weird dying plot out of nowhere :\
