Yes he could have been more of a villain but I'm not sure that would have taken the show in the right direction. It's more of a show about a prison than a show about larger-than-life evil.

(Then again I don't think Season 5 took the show in a particularly good direction anyway, so maybe it would have been better.)

I dunno. Piscatella was more than enough sadistic villainy for me. The whole arm-breaking scene was downright uncomfortable to watch.
