There is definitely a cultural difference in terms of humour (or perhaps more accurately, the culture of comedy-making) - look at the difference between the UK Office and the US Office. And I think there's a particular issue with panel shows because the humour tends to be quite topical and relying on a shared cultural frame of reference, which isn't necessarily there.
