Does it really count as genocide if you're just not saving them, though? They're the ones killing themselves, it's just the difference between stopping them or not. It's really not comparable.

Yes.

Still genocide. You are withdrawing safe treatment and forcing people to get an unsafe treatment with intent they should die of it. Still genocide.
