I think, but this is just my interpretation of the scene, that the Jaime thing is a conscious choice and they are going for a gradual approach. IDK, for me, his acting in that scene conveyed subtly that he knows she's falling into Mad King territory and is processing it and just looking for all alternatives before inevitably turning against her. Although since the character consistency in the show has its issues, that might be the actor just working with what he's given, maybe.

But as a ruler, it's obvious that she is, well, pretty much fucked. I think realistically, the people of King's Landing should revolt before Dany gets there, Cersei has screwed them over so much.
