Leann Chin's. Technically in five six states* but 99% in the greater Twin Cities area. I worked there one summer in college years ago and would get a free meal with a shift of more than 4 hours, and I still didn't get tired of the food (although I think it was a bit better back then). Still make an effort to go for food there whenever I'm back in St. Paul visiting family.

*There's one in Baltimore? wtf??
