TBH I think this gets wildly overstated.

With regards to "laying the groundwork", it's hard for me to imagine the person who is fine with this but who would have been angry about it if Moffat hadn't mentioned it in whichever episodes. I just don't really believe it made a difference for anyone, or that they had an easier time casting a woman because of it. They could still have just... casted a woman. It wouldn't have been much different.

I don't even want to really get into Moffat, he cast who he cast as the Doctor and that's fine, whatever, they were all good Doctors. I just think he doesn't have much to do with it either way.
