Question - as someone gave up on OuaT halfway through the second season, does it ever tie in to Pirates of the Caribbean? It only just occurred to me that Emma and Elizabeth have very similar names.

Not as far as I know. I only stuck through season 4 and part of season 5. But at least up until that point, no.
