Did you see his Marquis de Carabass in Neverwhere? It was all but a Doctor tryout.

He was considered for the role at one point and therefore will always be included in fancasts for the part.

Like the previous anon said, it's definitely for his Marquis de Carabas role in Neverwhere. It was fantastic, both serious and theatrical and flamboyant in turns, and you can't help but think of the Doctor when you see him.
