Yes, but Who is sold extensively abroad, though through BBC Worldwide (not funded by the license fee), so idk how that works out.

BBC Worldwide TV revenue is $300 million. Which sounds like a lot, it's only 1/3rd of their total TV revenue. BBC America is a third-tier cable offering in most markets.
