The problem is that they committed to the police procedural format when Jack is a trickster archetype.

He's fun on Doctor Who because he's an unpredictable wildcard. He's out for his own gain and could turn and betray the team at any moment, and his bouts of conscience come as a heartwarming surprise. On Torchwood, the only unpredictable thing about him is his sexuality, so they just wrote him as Generic Lawful Good Leader Guy who hit on people. Totally different character.
