I am watching it, and I think it's actually quite good - but yeah, there's some weird tonal stuff going on. Like you said, the sudden gore with the ultra-cutesy designs sometimes comes off a little like it's trying too hard? And I think anime has done cutesy macabre way too often for it to have impact in the way that something like idk, Stranger Things did.
At the same time, I do still quite like the show (even though there's some weird uncomfortableness, like the fact that people keep looking at Reg's dick without his consent. Um.)
