Let's not mention that when Naruto does get a powerup (four-tail Kyuubi, enhanced Rasengan) he's forbidden from using them because they will make him more or less dead if he uses them too much. Meanwhile, Sasuke breaks just about every law of time and space to get away from Deidara's suicide blast, fights Itachi while shooting lightning out of his ass and has Orochimaru rip himself from his body (oh yeah, and what about all the stuff about the Curse Seal warping the user and turning them into Oro's slave if used too much back in part 1, Kishi?) and he's good to go.
