Re: What characters had the worst story arc?
Overall, I think it's a general problem that most stories that are long-running but not long-planned fall into. It's just difficult to keep things on track, and it's also difficult to accommodate the changing feelings of the writer.
Look at the mess Attack on Titan turned into, in part I think because the mangaka is not really interested in the story he started telling, so he's trying to turn it into this new story he's into now. Or Berserk, which I don't even know where it's going anymore...

(Anonymous) 2017-08-22 12:43 am (UTC)(link)Sakura is particularly frustrating in the later years of Shippuden because she did all that growing and learned all that stuff from Tsunade but then half the time she still has to cry for Naruto to save her and/or cry about Sasuke.
And Bleach was bad with not only Orihime but Rukia as well, I remember being so excited when Rukia FINALLY got some powers back and was able to fight again because it felt like the majority of the beginning of the series was coming up with reasons for her to not ever be in any battle ever. By the time they came to Orihime's arc it was like they gave up even coming up with excuses to have a girl not battle.
