NAYRT, but you are being deliberately obtuse. When the streets are full of shit, all those carriages and wagons driving through it will splatter it on the passers-by.

And when washing clothes is extremely labor-intensive (as it was before the advent of washing machines), it tends to get done less often. Hence, stinkier clothing.
