Sometimes people get nitpicky about development stages when children develop at different rates. Yes, some babies will start saying words at 8 months, not a year. Some start walking at nine months, some won't for twice that. Some kids start reading at three and a half and some kids won't until five or six. Some kids really take to solid food and some take a really long time before they are completely off milk/formula. Some kids have trouble with certain letters (like R) for years.

Though, yes, a twelve-year-old shouldn't talk like a four-year-old, unless there are developmental problems. Of course, there is a phenomenon that when a younger sibling comes along or there's a huge upheaval, some kids regress for a while.
