It's blink and you miss it. They sit and hang out together at competitions, and during the infamous Yuuri Katsuki's Wild Evening slideshow they're also standing quite close to each other and taking pictures. Fandom has shipped characters for less.

They only sat next to each other at one competition. They weren't even in the same country for most of the skating competitions in the show. And they were being shipped before there was proof that they even knew each other. They're a ship because yuri fans are just as shallow as they say BL fans are. Accept it.
