IDK if I'm projecting here but I can sort of possibly feel sympathy for the person OP is talking about because I've been going through a similar thing because of creators ADD and trying to pull myself out of a sort of depression.

So maybe because of that I can maybe sympathize with this person, though if she's trying to order people to pay attention to her, that's not cool.

Like dani_phantasma wrote. I think it seems like this person feels like they need the attention somehow. Maybe they aren't getting validation elsewhere and they give the new thing up when it brings them less gratification/stimulation. That seems like something to feel compassion for, even if I can understand your frustration. You could maybe try to start a dialogue with them and gently ask if they need help or a friend.

Ehhh... it's possible you're right, but I don't think a total stranger approaching with "Hey, all your nonstop WIPs and failed projects made me think you're lonely or in need of help" would go over well. If they're aware of their own issues, it's unlikely they'd keep doing this over and over again like the OP described. If they're unaware of their own issues and its probable cause, then OP risks getting their head bitten off.

That's not exactly what I'd call gently, though. And since it's a tiny fandom, they probably have some name recognition if nothing else. I was thinking more along the lines of "You seem to be having some trouble finding something in our fandom you're really enthusiastic about, can I do anything to help? Or if you just need someone to bounce ideas off of, I'm here."

There was someone like that in an otherwise friendly comm I was in, and it was so annoying. Especially as all the projects were nearly identical but with one! totally! different! thing! that meant they had to restart all over again. They never did stop, but people stopped responding to them.

I know that feeling, having run into writers like that before. There is a point where one gets tired of what may be very interesting stories being cut off before they get anywhere.
