It certainly did apply to the asshole who on the tail end of the massacre at Utøya used it in a Denmark/Norway h/c fluff piece, and when called out on it lied about donating to Norway when there was no such thing set up. No! You do not get to use an ongoing domestic terrorattack as your "tehe, birthday pressie to myself".
