That J2 visiting the killing fields in Cambodia fic was going to be trash no matter when it was written. It will still be trash in 100 years.

OTOH, around the same time a fan wrote a fic about Sam and Dean rescuing people from the deadly floods in Queensland that year and people jumped on her about it. It turned out she'd been rescued from the floods but had lost family members and was writing wish fulfillment fic, so I don't know where the line is for something that personally affected you.
