I think 'too soon' is just referring to how many people are going care enough to get on your case for it.

People taking 'the majority of people don't like me doing this' to mean 'this is a law now' is frankly annoying.

It can come off as a little bit self-absorbed (and maybe minimising) putting your character in the position of someone who'd actually died. And with terrorist attacks or natural disasters, you've increased the likelihood that someone involved is going to happen on your fic. They're going to lash out at you regardless of whether or not you have actually done anything wrong because they're grieving.
