I think it depends on where you live. Where I live, Aria is ar-ee-ya and Arya is arr-ya. But I know some Americans who pronounce them both ar-ee-ya.

It's Arr-ya on the show, so if they're naming their babies after the character, most of them are probably pronouncing it that way (unless they're book-only fans who have managed to never watch the show or are choosing to ignore that pronunciation).
