Pretty sure that was the intention. Saiyuki is a pretty colourful mix of kinda dark and lotsa slapstick. It mostly doesnt take itself too seriously.

But ayrt above was talking about smoking. Not the portrayal of smoking addiction. And the artworks and panels where they do smoke do tend to look pretty cool more often than not.
