Hrm...at this point we're conflating two different discussions, IMO.

Characters - The Princess and the Frog has the two protagonists as frogs for most of the movie, but none of the others really fit, since aside from ENG, all the characters are non-humans, and re: ENG, all the characters are POCs, and only 2 of them are transformed over the course of the movie, one only at the end.

Actors - The Princess and the Frog again, fits, but ENG doesn't, IMO, since Yzma (the only major character played by a POC) doesn't get transformed until the end. (The fact that the only POC actor was cast as the villain, who's not even the same race as her, is a totally different issue.)

Movies where all of the characters are animals, beginning to end (The Lion King, Zootopia, Brother Bear (which I had legit forgotten was Disney)) are a different thing, to my mind.
