But... those definitely look like expensive, designer sweats. If they were ill fitting, ratty and had food stains on them, that would be one thing, but I feel like that level of sweats is basically equivalent to a jeans and a good t-shirt.

Similarly, I feel like Halle Berry's dressed up the same amount, just it looks different because her default style is more out there. Yes, she looks great, but if you look closer she has basically wearing a pair of black skinny trousers, a black t shirt (all black = signs of a low key outing) and then thrown a trench over it (black goes with anything so it doesn't matter which one) and then slipped on some low heeled boots. She looks good but it's not hard to look good if your basics are good quality.

If he was wearing jeans instead of those sweats no one would bat an eyelid.

I agree those look like designer sweats, but imo it doesn't really matter when it comes to going out for the evening. Sweats are sweats. I mean, say a wedding invitation said casual dress; I think cheap jeans would still be a way, way more appropriate option than designer sweat pants.

Also, you're right that Halle Berry doesn't look like she's super dressed up or anything. But her pants appear to be leather, i.e. sexy and very expensive. And her boots are pointed toe (dressier and less comfortable than round toe) and those heels look to be about 3.5 inches, which is far from low. Hell, the time she probably spent just on applying makeup was likely several times longer than her date spent on his entire appearance.

Realistically? The only reason Halle Berry doesn't look like she's trying, here, is because we're so used to seeing her look this good that it just seems normal. When in reality, she looks this good because she's putting in the kind of constant, habituated effort that comes with being a female in a high-visibility career.
