This is true. But there are also problems in the police culture itself like "shoot first, ask questions later" and "defend each other even when we do bad things". Those things aren't just individual officers, they are things all officers are taught because they are part of the culture of being a police officer. And those things need to change. So it isn't really just a matter of individual cops vs. individual cops. It is also a matter of a culture that allows bad cops to get away with things and makes it easy for even cops who are generally good to justify bad things.
