OP, if nobody has sat this guy down and told him he's being annoying, you should give it a shot. Whether or not he's autistic, anyone can have habits they don't realize are aggravating. Frank-but-sympathetic feedback can be the kind response.

On the other hand, if people already have told him and he just doesn't care, go ahead and write him off with no regrets.
