It doesn't bother me to where it gets on my nerves, but it does make something inside me cringe for a quick sec.

I think they're talking about the difference between ascribing annoyance/hate/etc. to a person/group as a whole rather than their behavior.

For sure! Sorry for the late reply, phone died and I just got home.

What I mean is, when someone declares annoyance for something someone has done or said, yet wording it as though the annoyance lies within the person itself when that's not at all what they mean.

For example:
Saying, "I hate people who sneeze loudly," when what they are really communicating is, "I hate when people sneeze loudly."
