Well, no. She has relationship with Lin Chung that stretches over several books, though I've lost count how many. Phryne is definitely very interested in maintaining it, and they came to an unusual arrangement after he got married where she was also friends with his wife.

Which I clarifed after hitting post. (When my cat jumped on my lap, which might be a new level of accidental posting) She has no interest in conventional long-term monogamous romantic relationships, but keeps a variety of lovers for (usually short) periods of time. Lin Chung is the exception, though given the fact that the series spans less than two years and she's *not* with him the time we see a jump into the future, I think the general point stands.
