It's not. The ending of series three subverting teh "Running ot the airport to keep the love interest from leaving" trope made that abundantly clear.

(That sounded grumpier than I had intended. Most of the TV fandom embraces the "Phryne and Jack embrace a relationship that works for them both and fosters their independence", but you get a few outliers who refuse to see nuance--either Phryne's going to suddenly settle down and get married and have a million kids because of Jack's magic dick, or everything about Phryne is RUINED because this character who is constantly embracing love cannot POSSIBLY include romantic love in that.)
