I don't ship it but I support people that do! I think it's the fact that she isn't all "I LOVE YOU DOCTOR DO YOU LOVE ME I LOVE YOU WHY DON'T YOU LOVE MEEEEEEEEEE" that makes any possible actual romantic relationship between them much, much better than with Rose or Martha.

And extra OH GOD YES to everything after "I ship them hard" on 147. For almost my entire life, Jo Grant was "my" Companion, she was my favorite, when anyone hated on her I would defend her. Donna took the number one Companion spot away from Jo after her VERY FIRST APPEARANCE in The Runaway Bride.
