For him to be Confederate?

Am I missing some context here? It seems like it should be obvious?

He is a former member of a violent gang that was based in the South. It is completely reasonable that a southern gang would take up the symbols of the Confederacy because that is a thing that actually happens. It would make complete since for some of his skins to reflect the fact he used to be a pretty horrible person.

I don't care at all whether it's realistic or justifiable in canon. I don't think you should put the symbols of the Confederacy into a game like Overwatch, let alone identify a player character with them. I think the symbols of the Confederacy are symbols of a profoundly racist legacy. And I think it's one thing to have a character have a horribly violent past, and another thing to have him adopt the symbols of an army that fought for slavery.

I really have no idea why you think this would be a good thing.

DA: I swear to god, some of the people on this site are really fucking dumb or just love being deliberately obtuse.

Overwatch gained a lot of popularity for its diverse cast. Keeping a confederate skin for a popular hero (cowboy in the fucking 2060s or some shit) would have been a big ol’ “fuck you” to lots fans.

By certain tokens, the US current flag is a symbol
of a profoundly racist legacy, does that mean the McCree skin with that flag on it should be banned? Lotta bad racist shit happened, and by some accounts still happens under that flag.

I don't see how "some racist things happened under this symbol" is at all on the same scale as "this symbol mostly represents racist things".

I don't think the confederate flag mostly represents racist things.

Slavery was one of many issues that lead to the American civil war and the southern states attempts to leave the union.

this whole "I was all about racism" is an infant level understanding of the history of the American civil war that seems to have caught on among the current denizens of the internet. It's simply not true.
