For qualifications summary, I always put things like, in my case:

*Has over five years of accounting experience in payables, receivables, and financial reporting
*Can use Excel at an advanced level
*Has experience with Quickbooks, PeachTree, and Microsoft Dynamics

And then the job summary is what I actually did with those things, ie.

*closed financial books each month
*created operating and capital budgets
etc. etc.

Definitely try to keep everything as succinct as possible and, if you can, on one page. I am that hard ass who, when handed a stack of resumes, tosses anything that's over two pages into the trash as a matter of course. I know I'm not alone, because no one wants to sit there and read a novel.
