I may not know what I'm talking about, but I tend to think of a "Skills" or "Additional Skills" category as skills you want people to know about that may not be obvious from your work history and qualifications. For example, from my job description, it's not clear I know how to use Access and have basic skills with GIS software, but I'd want to make that known. If I spoke another language, I'd put that there, too. That kind of thing.
