Re: It's the fact that the clocks change at all, that people really care about.

I guess it depends on how you define "normal". DST is in the summer and that's technically when it's considered to be altered. The winter schedule is the one everyone used before DST was a thing.

But if you define "normal" as "more likely to be in effect at a given time" then sure.
