I sort of have to think that it was kind of on purpose, since they went overboard in showing how awful Hela's rule was. It could very easily have made it so Thor was the only option by having Loki be just as awful.

But the big confrontation seemed to be "I'm tired of going out and doing all the work in the 9 realms while you get to sit around and do the fun part of ruling" instead of "As long as our people did not suffer I was willing to let you play your games, but you have been awful and cruel"

But yeaaah, the rest of the movie was just him getting his ass handed to him by people better at lies/manipulation/fighting.

I'm still not sure if it was intentional or actually just another bit of "he's kind of incompetent" but I like your interpretation so I'm going to give them the benefit of the doubt.
