In addition to all the free ebook sites others have mentioned, there are also services like BookBub that send out newsletters about ebooks on sale. You can even set it to tell you when specific books or specific authors you're interested in are on sale. All are $2.99 or less. I frequently see books on my wish list on sale for 99¢. Others are free.

And if you don't know about Goodreads, Goodreads will also notify you of sales of ebooks on your to-read shelf.

Honestly, libraries are the better option, especially for people who read a lot. If I had to spend even a dollar per every book I read, I'd be broke.

Libraries are good for many things and many people, but I find only a small percentage of books I'm interested in there (yes, I know ILL is a thing, but not for downloadables). And as soon as you put a due date on something, my brain says it's a work obligation, not fun recreation. Due dates stress me out. I'd rather buy my ebooks super cheap and read them on my own schedule.

I use BookBub, but if you have a Kindle/use the Kindle app I also would recommend eReaderIQ: https://www.ereaderiq.com/

It's less general and very customizable.
