I'd be ok with those considering they should have been in merch from actual third gen onward. But they only started realizing that people like the human characters around fifth gen, and even then their marketing was basically N and for some reason the subway captains. Then Red and Cynthia got some things, and there was a Dawn figure, but there haven't been many villains getting that attention despite them being some of the more popular characters (actually we've spoken before. My friend is the one who runs AllHailPokemonVillains).
