Tony is right theoretically-thematically that "oversight is a general good", but steve is obviously right in terms of in-universe facts on the ground "there is no competent trustworthy authority on this planet who should handle that oversight" - let's not forget the WSC people who stood up to Hydra in WS are the same people who tried to nuke new york in avengers, so.

that plus the staggering, insultingly bad failure of the movie to bear even passing resemblance to the political processes whose names its steals in an attempt to sound official and legitimate means the whole thing is a train wreck

(I'm not saying realistic UN processes would make a good movie. they super wouldn't. which is why you shouldn't put them into a superhero flick in the first place.)

you can Have A Balanced Debate and argue both sides, but not a coherent one, because tony's side is going to be arguing principles and steve's side is going to be arguing actual textual plot details, and the two sides talk past each other. since tony's side is based on not acknowledging the reality he lives inside of, the way the movie is written, yeah, is very imbalanced
