But I think a good chunk of it is also just flat out Kylo-hate. A lot of people really, really do not like him as a character at all, and it has less to do with him being a villain and more to do with how he's written (and to be honest, I can sort of understand where they're coming from. He's not as compelling as other SW villains, or, to note your example, as Loki).

I think this is a lot of it.

He comes across like a whiny dickhead to me, and while I intellectually understand that some people think he's hot, it's not something I agree with.

Yeah, he comes across as whiny to me, as well. Comically so.

There are things I find interesting about him, enough for me not to hate him, but...he's really not the best villain.

He really is a whiny dickhead. That's why I find him interesting, honestly. He's a villain who is learning and who is really whiny. Also, that's why I ship him with Hux. Because I can imagine Hux not putting up with the whiny part.

I think the difference between Kylo and Loki for me is that Kylo doesn't make things up about his background. He was honestly tricked by Snoke. Loki acts as if he was abused by his adoptive parents and unloved. He's whining over nothing half the time.

Yeah the whininess doesn't bother me that much either. It was kind of refreshing to have a villain who is younger and less... suave, for lack of a better word.

But I'm afraid to admit I don't hate him a lot of the time, even though I think it's ridiculous for people to imply that if I think he's an interesting character then I must justify the things he does.

Some of the fandom does woobify him, just as other fandoms often woobify villains. But some people seem to think that means that everyone who likes villains does that and that it is impossible to like an evil character for being evil.
