There wasn't really much stopping him from saying "fuck it" to that pressure until he got a supernatural notebook. He never showed any inclination to go into politics or law enforcement prior to that, so it isn't as though he was being kept down by The System.

No, I meant Light symbolises that desire, the impact of the narrative is a wish-fulfilment for its audience--the people that are being kept down by the system.
It's like how jdorama like Hanzawa Naoki doesn't really translate to international audience, cause 'what's so special about arguing with your boss?' When for domestic audience it is as far fetched and as such it felt 'special' watching somebody do that on TV.
