so there are two different things here.

first, when Congress (the legislature) passes a bill, it doesn't become law until the President signs it. so that's the case with the repeal of the Obamacare mandate in the tax reform bill that was recently passed. But it's the Congress that actually makes the law - the Congress is the legislature, and the President is the executive. Congress passed the law and the President is just signing it into law (which is one of his constitutional powers).

Second, in his function as executive, the President can issue executive orders. These are *not* laws. They're directives that the President issues to the various agencies and departments of the federal government about how to carry out the law. There's a lot of flexibility granted to the President in how to do things, so executive orders can be really broad. But they're not laws. They're directions about how to enforce the law.

So the vulnerability of executive orders is that they can be changed as soon as another president takes office. An executive order is really just some stuff the President says to do. But a law stays a law, unless Congress passes a new law changing it. So it's much, much harder for a law to change because it requires another law (with a few exceptions, like vetos or judicial review).
