I don't understand your complaint. You could say the same thing to someone who said that something made them sad.

Because it's usually accompanied by a snotty tone with the same sort of connotation as "problematic." Like you're supposed to snap to, fall all over yourself apologizing for doing something wrong, and promise never to do it again.

It's also used in the reverse sometimes. "I didn't mean to make you uncomfortable!" when they really mean "Stop objecting to my racist conversation."
