Speaking as a person who has siblings I've never met, it really, really doesn't work like this. Yes, Luke should've bonded with Leia because of their experiences... just like he should've bonded with Han. Him and Leia being related doesn't change anything. Being related to someone is not an emotional connection creating magic.

No, but it's certainly an incentive to try, especially given the loss of their previous families, and Luke's high regard for blood kin.
