So really, we should thank 10 years of cinematic technological advancement rather than any improvement in extra casting.

The tech was around in the LotR days, but they didn't use it.

So more like, we should thank the decision to use it, yeah.

I imagine 10 years ago it might have been more costly/difficult, so they saved it for the important scenes. Arwen and Galadriel were always suitably glowy.
