That makes no sense. What they WILL be doing is going after people who post videos and do the following: Purposefully drop rank so they can climb again, Drop rank so they can destroy people, players that post themselves trolling and being toxic to others, players that HACK their teammates and/or opponents so that they win/lose.

There's been a clarification, and you are indeed correct. They are talking about in-game behaviour.
