One of my friends is a fucking idiot when it comes to money, and I'm fighting the urge to offer to bail her out, because she's so behind that I'd have to dig into my emergency fund, which has already been depleted by some unexpected car repairs.

Time for your friend to face he consequences of their actions. They weren't learn if you keep bailing them out and you're only hurting yourself -- and not helping them -- by dipping into your emergency fund.
