Oh I 100% understand this. I am so not arguing that everything should be tagged. It seems kind of like a lot of people in this place are reading into it as though that's what I'm about. I actually agree that people who expect every little thing to be tagged can be kind of annoying.

What I'm talking about is people who don't warn for the major ones (noncon, character death, underage) - the ones that AO3 supplies ready made warning tags for. That would be totally fine if the "chose not to warn" tag still functioned as a vague warning unto itself. But so many people use the "chose not to warn" tag to mean "There's nothing to warn for here but I just like to use this tag to keep things unknown." Because of that, if you tag your noncon as "chose not to warn" there's about a 90% chance it's nothing and maybe a 5% chance it's noncon, and the reader just has to guess. It's not the author's fault and I've never suggested it is - it's just not an ideal system.

Tagging and categorizing in general (AO3, Dewey, you name a system) will never be hundred percent accurate or "ideal" because people's viewpoints vary. Deal with it.

the reader just has to guess.

That's literally the point of CNTW. It's always been a click at your own risk tag.
