The Basics:
Primer, Foundation and/or Concealer, Powder, Blush, Eyeliner, Mascara, Eyeshadow palette, Lip stuff. (You'll also want makeup remover and a good magnifying mirror ime)

Figure out what skin type you have (oily, combo, dry, normal) and any other special needs you might have. Like you mention redness, so a full coverage foundation might be better than a BB Cream or trying to spot-conceal. If you sweat a lot or it's hot/wet where you live, you might want a waterproof mascara. If you have to look professional you probably want neutral eyeshadow colors rather than glittery rainbows. etc.

Then go up on Sephora/Ulta/the interwebs and look at reviews of products in each category to find the best ones in your price range. They might not work well for you for some reason, but really the only way to figure it out is to just jump in and start trying stuff.
