If you happen to have a Sephora or major brand store with a MAC or Sephora counter, go check it out. Sephora has a skin ID tool where they ccan match your complexion and they also help you do your makeup/can instruct you (do be prepared to buy at least one item, even if it's a Sephora brand lip balm or something) on how to do your make up. Once you have the basic elements, YouTube & drugstores are the way to go. Although it's nice to splurge on brand stuff occasionally. Speaking to an actual person who will do your makeup so will see how it's applied and what works best for you is really helpful, especially when you tell them your normal routine (Do you moisturize daily, is your skin oily? dry? etc).

if you want to go hard
there's primer, follow up with foundation, then concealer, then blending all of that (and there are different kinds of concealer to cancel out certain colors, if I'm not mistaken) , eyeliner and lipstick, some blush, and a final powder to lock and smooth it all out

As far as foundations go, if you have redness, then maybe a buildable or full coverage concealer might be best for you. (I prefer liquid over powder, but that's up to you). If you don't have the money or resources, play around with the cheaper brands. And maybe bb or cc cream might be good for you (do some research though)
